Simply, I wanted a program to convert- in bulk- BMP screenshots to JPG. I didn't like anything else I saw, so I wrote my own. It uses an Intel JPEG library I already had on my XP box. No idea what kind of license it's under. If anyone from Intel wants to comment, I'll be happy to comply. This thing will use every spare cycle of CPU you've got. It's very fast. Tested only on XP but should run on anything '95 and up. Yes, this page is boring. So is the program. You'll get over it.
BMP2JPG will take files drag-and-dropped onto the program icon or the application window, as well as passed on the command-line for batch processing.
